They’re just sticking by their rules as stupid as those may be. To compare the MPAA’s rating of The Hunger Games and Bully is ridiculous. They didn’t have either in mind when rating the other and they were not trying to promote child on child death/bullying nor are they attempting to silence those against it. 

The Hunger Games is not about kids killing each other for sport.

Bullying is not an epidemic. If anything it is decreasing simply because it is drifting towards virtual harassment and as any mildly intelligent person should know, that is not a real issue.

Screen shots from the infamous ice cream scene from “Assault on Precinct 13”. A little girl realizes that she has the wrong flavor of ice cream. She comes back to see Frank Doubleday as the “White Warlord” in the middle of brutalizing the ice cream man. He simple, coldly aims and fires a suppressed Mauser C-96 pistol through her ice cream cone and into her chest. He then returns to finishing off the ice cream man. This scene helped “Assault on Precinct 13” get an “X” rating for violence.
