ACISA, as well as various other corporate interests, who were depending on original deal going through, didn’t like that. these corporate interests included, among many others, Elon Musk, who’s plans for his new factory hinged heavily on being able to get cheap lithium from ACISA as a result of the Bolivia deal.
so yes, Elon Musk is one of the people behind it and who is benefiting off it, but he’s hardly the only one.
