election day should be a few days even before that, just to be safe. Never assume your deadlines are to the day.

I’ve seen mentioned that you should be able to drop off a mail-in ballot at a voting site if the mail system is further ruined by then than it already is. it’s a good thing to look into because while it’s not as safe as mailing, it can still cut down on time spent in public and around vectors if you’re not standing in line or dealing with the machines everyone has already touched.

For the primary election, Maryland had drop boxes at the board of elections offices. There was very little publication about it, so check directly on your local board of elections website for more information.
