1. Complain that government agencies are incompetent and private industry could do it better.

2. Hamstring the agency with absurd requirements that are nearly impossible to satisfy.

3. Point to the new problems in the agency as proof that it should lose its funding.

They’re currently doing it to the immigration court system. They did it to Amtrak. They did it to the VA and then Obamacare. And because most people don’t really follow Congressional funding arguments, it works every. fucking. time.
