You’re probably thinking of Simon Furman.

G.I. Joe’s lore was basically the result of Larry Hama retooling a Nick Fury pitch on short notice.   

Bob Budiansky was the first Transformers writer, Furman was in the UK and then took over the US comic late in it’s run
