I can’t remember exactly who it was, but the poor guy had DAYS to come up with everything
You’re probably thinking of Simon Furman.
G.I. Joe’s lore was basically the result of Larry Hama retooling a Nick Fury pitch on short notice.
Bob Budiansky was the first Transformers writer, Furman was in the UK and then took over the US comic late in it’s run
