I’ve posted photos of these before on here and did some digging and still couldn’t find the reason why these exist.
Edit: Maries-art: They were built for a tourist attraction called President’s Park by a man called Howard Hankins. The park went bankrupt in 2010. The statues were supposed to be destroyed, but it would have been too expensive and time consuming so they were abandoned.
